ORDER :

In the Government order first read above, the Government have issued orders for the implementation of revision of scales of pay and allowances to teachers working in colleges governed by UGC and also stated that necessary orders on Recruitment, Qualifications, Selection Committee and Guidelines on Selection procedures will be issued separately. It is also ordered in that Government order that the upward movement from Academic Grade Pay of Rs.6000/- to Rs.7000/- for all Assistant Professors shall be subject to their satisfying other conditions as laid down by the UGC and should also satisfy any additional condition being laid down by University or the State Government.

2. In the letter second read above, the General Secretary, Tamil Nadu Government College Teachers Association has stated that the College teachers appointed in Government and Government aided colleges after 01.01.2006 and placed in the Pay Band II with the pay scale of 15600-37400 and AGP 6000 are now eligible to be placed in the next Academic Grade Pay of Rs.7000/- in the same pay scale as per the Government order first read above. Moreover the University Grants Commission Regulations, 2010 is yet to be adopted by the Government of Tamil Nadu and hence the teachers appointed after the crucial date are eligible for the next Academic Grade Pay under the existing regulations in force. As per the G.O. issued by the Higher Education Department, the said College teachers are eligible to be placed in AGP of Rs.7000/- after the completion of 4 years with Ph.D./5 years with M.Phil. Many college teachers have already completed their period of Service and waiting for several years for placement under Career Advancement Scheme namely the Academic Grade pay. The sanction of Academic Grade Pay will definitely encourage the young teachers to prosper in their academic work and research activities which are the need of the hour.

3. The General Secretary, Tamil Nadu Government College Teachers' Association has requested the Government to give necessary instructions to the Director of Collegiate Education to issue the proceedings in this regard for earlier implementation of the Academic Grade Pay for the college teachers.

4. In the letter fourth read above, the then Director of Collegiate Education has suggested that till such time, the Government issue orders on adopting the University Grants Commission Regulations, 2010, the existing procedures for awarding Career Advancement Scheme may be ordered to be followed as an interim measure. In the letter fifth read above the Director of Collegiate Education has requested to issue early orders in this regard.

5.The Government after careful consideration have decided to accept the request of the Director of Collegiate Education and accordingly sanction the Academic Grade Pay from Rs.6000/- to Rs.7000/- under Career Advancement Scheme (CAS) to those who have been appointed as Assistant Professors in Government / Government Aided Colleges since 2006-07 to 2010-11 and qualified for Career Advancement Scheme as per Government order first read above and based on the existing Performance Appraisal Report (PAR) System, with effect from 01.04.2015.

6. The Director of Collegiate Education is requested to take further necessary action in this regard.

7. This order issues with the concurrence of the Finance Department vide its U.O.No.22651/Edn 1/2015, Dated:17.04.2015.
