THE HOST
The South Travancore Hindu College, Nagercoil is a premier institution in Kanyakumari District, Tamilnadu. Started as an intermediate college in 1952, this institution rapidly grew into a degree college in 1955 and a post graduate college in 1956. At present, the college offers 13 UG, PG courses, besides M.Phil, and Ph.D. programs in various disciplines. Further it offers several courses under self-supporting scheme, in addition to various certificate and diploma courses. The institution, with conducive environment and facilities, has nearly 3000 students every year. NAAC reaccredited this college with ‘A’ in 2010.
AIFUCTO
The All India Federation of University and College Teachers’ Organisations is the only all India Federation of the teachers working in colleges and state universities. Around 4 lakh teachers are members of this Federation. The AIFUCTO intervenes in crucial policy formulations for which the views of the 4 lakh members are elicited through various seminars and workshops held in various parts of the country. National level seminars are held along with the annual and statutory conferences of the AIFUCTO.
The 26th Statutory Conference of the All India Federation of University and College Teachers’ Organisations will be held at Kanyakumari, Tamilnadu from 20th to 22nd October, 2011.
As part of the conference, a national seminar in collaboration with the S. T. Hindu College, Nagercoil is organized on 21st October, 2011. Leading academics from various parts of the country are participating in the conference. We cordially invite the delegates from the affiliated organisations of the AIFUCTO and academics and research scholars to participate and present papers.
ABOUT THE SEMINAR
The seminar is held against the backdrop of far-reaching changes in the education system of the country. The higher education system is more and more privatised resulting in total commercialisation of higher education. Higher education is also increasingly globalised. Before fulfilling the requirements of all sections of the society, attempts have been made to implement Privatization, Liberalization and Globalization since 1991 in the name of Economic Reforms. The impact of the reform measures is felt in the educational institutions at first.
The influence of privatization is deep rooted in higher education. The dream of the policy makers was that the public and private sector participation can promote and improve higher education in India. Can this dream come true? Moreover, the Government of India has introduced many Bills in the Parliament which, it claims, would increase the access rate and enhance the quality of Higher Education.
In a country where there is historically a deep rooted social and economic inequality and where the access rate is dismally low, what will be the impact of these policy changes on Equity and Excellence?
This seminar aims at a meaningful discourse on the following aspects:
1. The nature and extent of the aspects of the new initiatives
2. The specific challenges for India’s higher education
3. The nature of the government’s policy measures to achieve equity and excellence in higher education.
4. The impact of globalization in higher education
5. The public-private participation in higher education and its impact.
6. The impact of policy changes on higher education and inequality in education.
CALL FOR PAPERS
The participants who wish to present research papers may send their abstracts in about 250 words (Times new Roman, 12 font size) by e-mail to reach the convener on or before 10th October 2011 and a hard copy to the convener’s address given below.

REGISTRATION
Participants should pay the Conference delegate fee of Rs. 1000/- and a fee of Rs.500/- for seminar abstracts. Payment can be made through demand draft drawn in favour of XXVI STATUTORY CONFERENCE OF AIFUCTO payable at Vickramasingapuram.
Duly filled registration form and the abstract along with the DD should reach the convener on or before 10th October 2011
