JAC to organize conventions at Madurai and Chennai to highlight the demands of the teachers’ wotking in self financing colleges/courses

Dear Professors,

            Fraternal greetings.

The JAC office bearers meeting was held on 28th July 2013 at the AUT office Chennai. The JAC Office bearers for the period 2013-2015, Mr. M. Ravichandran, General Secretary, AUT as Convener and Mr. R. Pandy, Treasurer, MUTA as Treasurer took charge. The Secretary JAC from TNGCTA to take charge after TNGCTA Election.

It was unanimously resolved to thank, the out going office bearers for their dedicated work and function during their period 2011-2013.

Unanimously resolved to thank the Hon’ble Chief Minister of Tamil Nadu for starting 12 Government Arts & Science Colleges from 2013-2014.

The AIFUCTO National Secretary Dr. P.Jayagandhi, reported that the AIFUCTO resolved to reject the Second Amendment to UGC Regulation 2010 which highly impracticable to implement for granting CAS. To protest against the implementation of the Regulation, the AIFUCTO planned to stage a dharna in Delhi on 20th September 2013. Members are requested to participate in large number and make it a successful one.

It was decided to conduct two conventions for the teachers working in Self-financing streams, one in Madurai in the last week of September 2013 and another in Chennai in the month of November 2013.

It was decided to get an appointment with the  Higher Education Secretary  to solve the impediments in sanctioning the CAS to the teachers appointed on or after 2006 and other pressing long pending demands listed below.

GENERAL DEMANDS OF THE JOINT ACTION COUNCIL

WE REQUEST THAT

1.     To implement CAS for teachers appointed on or after 1-1-2006 following the existing regulations in colleges.

2.     To implement CAS from 1-1-1996 and fix higher start Rs. 14,940/= for teachers who completed 5 years of service in S.G.

3.     The date of effect of incentive increment be advanced from 1-9-2008 to 1-1-2006.

4.     Orders be issued releasing UGC pay arrears for the period from 1-1-20006 to 31-12-2006

5.     The new pension scheme be scraped and the old defined pension scheme to be continued.

6.     All vacant teaching posts including Librarians and Directors of Physical Education and non-teaching positions be filled immediately.

7.     The age of retirement of college teachers be enhanced to 65 as recommended by the UGC.

8.     Orders providing job security to all college teachers and non-teaching staff be issued.

9.     Suitable amendments be made so that the Private Colleges Regulation Act of 1976 is made suitable to all Self-financing, Aided, Engineering and Polytechnic establishments in the State.

10.  A committee be constituted to decide and determine the fee for the learners in all the Self-financing colleges/courses.

11.  As is in vogue for teachers, all non-teaching staff also be re-employed till 31-05 of the year so that academic work goes on unimpeded.

12.  Action on DVAC report be taken on Bharathidasan, Bharathiar, Thiruvalluvar Universities and appoint enquiry committee into financial and administrative irregularities in Periyar University.

To materialise our unresolved demands the JAC decided to launch the following action programmes.
